Thursday Morning I was in the Centro de Promoção de Agricultura (Agricultural Promotion Center) where our process has been for 3 weeks now. All I need from them is a letter saying :

"We, the Agricultural Promotion Center of Mozambique, see that Mr. Spencer's agricultural project is capable of successfully implementing a 3,000 hectare agricultural project in Mozambique,

Signed,

Mr. Director"

And the lady who's job it is to write this letter said "Sorry I don't have time to do this, other projects take priority over yours." (she's been saying this for 3 weeks)

She's a nice lady, but I just wanted to say: have you read the sign on your building outside? You're supposed to promote, not prevent my investing in agriculture in Mozambique.

Mozambique isn't the only 3rd world country with a mount of bureaucracy, but this place is full of systems that work in theory and not in practice. That is the problem with big government.

Did you know that bounty hunters catch 40% of the nations most wanted criminals? Why? Motives! Anyone seeing this correlation?
